This is the flag of the Deutsche Jugend des Ostens German Youth of the East. Its political aim was the reconquista of the [former German] territories at present owned by Poland and Russia [Pomerania, Posen, West and East Prussia and Silesia], connected to the Vertriebene. Its emblem is a so-called Odalsrune. Read all (and far more) in Rabbow 1970. This kind of organisation was prohibited in East Germany, so it was definitely West German. Local parties plastered nostalgic coat-of-arms on these flags, which seem to have been quite numerous. The Silesian section flag below [temporarily removed] seems to illustrate that.
The 'Eastern Germany' referred to is the Eastern part of the German Reich until the end of World War Two. Post-World War Two East Germany [i.e. the German Democratic Republic] was in the West German terminology 'Middle Germany'. The political parties in West Germany which aspired the reannexation of 'Eastern Germany' were connected to the powerful Bund der Heimatvertriebenen Association of Exiles.
